Amenah Pangandaman, secretary of the Department of Budget and Management (DBM), stated on Monday that the Philippines should completely embrace digitalization, particularly in business and government procedures.

Pangandaman stressed the importance of utilizing digital interventions, such as the DBM’s Open Government Partnership (PH-OGP), during the Pilipinas Conference 2022 at the Ayala Museum in Makati City as part of the sustainable development programs under the administration of President Ferdinand R. Marcos Jr.

“Our nation must completely embrace and make the transition to digitalization, particularly with regard to business and government procedures. Because of this, the Department of Budget and Management has placed digital transformation at the forefront of its reform agenda, according to the speaker.

Energizing citizen participation in governance, investing in innovations to overcome the digital governance gap, and leveraging an agile government was identified by the speaker as three strategic priorities to drive digital transformation in the nation.

According to Pangandaman, the PH-OGP, an international initiative in which governments promise to collaborate with the business sector, will promote openness and citizen empowerment.

She added that the DBM is setting up a Civil Society Organizations (CSO) Desk to act as the central hub for all issues relating to, among other things, public participation in the budget process.

The DBM CSO Desk will be one of the ways to offer CSOs capacity-building initiatives so they can engage in more fruitful ways. By year’s end, we hope to have this implemented, she stated.

The DBM director insisted that the government must provide “meaningful” digital opportunities rather than only offering basic access.

“We give Filipinos access to greater opportunities by investing in digitization. Because of this, PHP12.47 billion would be allocated in our proposed [fiscal year] 2023 budget for government ICT and digitalization projects and programs, she continued.

Pangandaman claimed that the DBM is pushing for digitalization across the Public Financial Management process in order to increase bureaucratic effectiveness. This process attempts to increase effectiveness, accountability, and transparency in the use of public funds.

She reaffirmed the DBM’s dedication to implementing the Budget and Treasury Management System (BTMS), which seeks to provide improved cash management, efficient financial control, accountability, and oversight through financial management systems integration throughout the bureaucracy.

With regard to these strategic targets, she added, “our key consideration is to use digital transformation to promote open, inclusive, and sustainable governance.”

In order to achieve this, she continued, “we shall establish spaces for listening to and responding to the difficulties we face, as well as placing the interest and welfare of the Filipino people at the core of its governance.”

President Marcos stressed the importance of accelerating the nation’s digital transformation last month so that his administration could offer the public “quick, transparent, and efficient” services.

The Stratbase ADR Institute’s Pilipinas Conference 2022 examines government reforms and private sector initiatives to discuss opportunities and obstacles for development.

Participants share knowledge and experiences with other key stakeholders, thought leaders, and reform leaders from government and business.
