
In Zamboanga City, pyrotechnics are only occasionally used.
The municipal council has given organizations permission to use fireworks and pyrotechnics on a restricted basis for special events, although private use of pyrotechnics is still prohibited, especially during Christmas and New Year’s Eve celebrations.
Councilor Jimmy Villaflores said Wednesday the limited usage of fireworks is specified in an ordinance that the City Council voted on Monday.
According to him, the law permits fireworks displays as long as the Bureau of Fire Protection and the city authorities provide their consent (BFP).
As long as they get a permit from the local administration and BFP, they are permitted to show fireworks during alumni homecoming and other celebrations, according to Villaflores.
Mayor John Dalipe, in a separate interview, said he favored the use of fireworks on a limited scale.
“The usage of fireworks is regulated and requires a permit ahead of time. “It’s not open to everyone,” Dalipe stated.
In 2014, the City Council approved Ordinance 431 which outlaws the use, sale, possession, distribution, storage, and production of firecrackers and other pyrotechnic devices by persons or business entities here.
The ordinance was implemented as a health and safety measure against firecracker and pyrotechnic device-related injuries documented by the Department of Health (DOH) and the Zamboanga City Medical Center (ZCMC) during the holiday season.
The ordinance was also passed to “prevent concerns, anxieties, and a contributory factor to the general perception of threat and insecurity” owing to the 21-day siege in 2013.
