Acceptable identification attestation for PhilSys ID: LTO

The Philippine Identification (PhilID) and ePhilID cards are acceptable forms of identification for all LTO transactions, the Land Transportation Office (LTO) reminded its offices on Monday.

According to LTO Memorandum Circular 2021-2272, which was released in July 2021, the PhilID has been introduced as an accepted form of identification, according to a statement from LTO chief Assistant Secretary Jose Arturo “Jay Art” Tugade.

Tugade reiterated the statement in response to reports that some LTO offices continue to reject PhilID and ePhilID for use in transactions.

“The PhilID is an essential component of a single, national identification system that will relieve people of the burden of having to carry around so many ID cards while transacting with both private and public entities. There is no need to request more ID cards because this serves as sufficient identification, according to Tugade.

The directive instructs all LTO employees to “respect and accept” the PhilID and the printed ePhilID when they are provided by applicants for motor vehicle registration, a driver’s license or conductor’s license, or a student permit as identification documentation.

According to the Philippine Statistics Authority (PSA) advice dated 30 September 2022, the printed PhilID “has the same effect as the card,” as stated in the statement.

According to Section 19 of Republic Act 11055, popularly known as the “Philippine Identification System Act,” LTO employees who refuse to accept the PhilID card and the ePhilID will be penalized PHP500,000, Tugade said.

The punishment for repeat offenders is “perpetual total exclusion from holding any public office or job in the government, including any GOCCs (government-owned and controlled businesses) and their subsidiaries.”
