The digital transformation took center stage during the first six months of President Ferdinand R. Marcos Jr.’s administration, with increased efforts to improve the efficiency of government services.

In a Monday news release, Malacanang listed programs and policies that prioritize “digitalizing, harmonizing, and standardizing government data.”

One of these is the enhancement of TradeNet, a one-stop online shop that aims to speed up processing times and harmonize import and export permit procedures in the country.

In 2017, the Department of Finance and the Department of Information and Communications Technology developed and implemented TradeNet.

The National Policy on Regulatory Management System (NPRMS), which provides a common framework for effective regulatory practices and strategies for enforcement and compliance, will be pursued by the Anti-Red Tape Authority in conjunction with other government agencies.

Malacanang stated, “The government plans to advance NPRMS components such as the Philippine Business Regulations Information System” in order to provide stakeholders and government agencies with access to proposed and existing regulations and avoid overlapping.

In addition, it will push the Anti-Red Tape Electronic Management Information System (ARTEMIS) to create a live database and map of all government services outlined in the Citizen’s Charter.

Through dialogues between entities and regulators, the Philippine Good Regulatory Principles will be implemented to promote proportionate, consistent, accountable, and targeted regulations.

For its part, the Department of Trade and Industry is pushing for an Executive Order on Green Lane for Strategic Investments with the goal of improving the business environment.

The national government will scale up the Growth Equity Fund and other needs-based and targeted interventions as part of the devolution of functions to local government units (LGU).

The fund will be proposed to Congress in accordance with Executive Order 138, or the Full Devolution of Certain Functions of the Executive Branch to Local Governments. It will be used to cover the costs of projects for LGUs that are poor, disadvantaged, or lagging behind so that they can carry out the tasks that have been delegated to them.

The Philippine Identification System and the electronic Business Permits and Licensing Service are two interoperable systems that will further facilitate the seamless sharing of data sources and help the government maximize its information and communications technology resources.

The administration will also use the National Justice Information System and Middleware Exchange Platform to address the justice system’s fragmentation.

The Progressive Budgeting for Better and Modernized Governance (PBBM) Bill, the Budget and Treasury Management System, and the National Government Rightsizing Program are just a few of the digital systems that will be implemented by the Department of Budget and Management in order to promote prudent fiscal management and enhance budget reliability.
