Bill lowering the optional retirement age will help 1 million government employees

With the passing of a measure lowering the voluntary retirement age for government employees from 60 to 56 on final reading, Speaker Martin Romualdez announced on Tuesday that more than 1 million bureaucrats would soon have the opportunity to retire early.

Romualdez noted that this proposed rule would benefit many people and that early retirement would improve their quality of life.

Even before they reach senior citizen status, people can choose to stop working, collect their benefits, engage in other activities, and enjoy life in retirement with their loved ones, according to Romualdez. “Living a stress-free existence is undoubtedly more enjoyable.”

House Bill 206 was approved on the third and final reading during the House of Representatives plenary session on Tuesday with 268 yes votes, one no vote, and one abstention.

The “Government Service Insurance (GSIS) Act of 1997,” also known as Republic Act 8291, is being modified by the proposed legislation under Section 13-A.

According to this, a government employee who is also a GSIS member is eligible for retirement benefits if he or she is at least 56 years old at the time of retirement, has worked for the government for at least 15 years, and is not already receiving a monthly pension for total and permanent disability.

At 65, retirement is required.

The proposed law would raise the required retirement age for police and military personnel from 56 to the same level as the rest of the government workforce.

The primary author of the legislation, Representative France Castro of the ACT Teachers Party, stated that everyone working in government, especially public school teachers, is subject to the demanding work and the physical and psychological toll it brings.

One of the demands made during discussions with public school teachers, according to Castro, is for earlier retirement. He noted that if teachers waited until later to retire, the risks and degree of stress associated with their jobs would prevent them from completely enjoying their later years.

According to Castro, “Teachers typically leave the profession not with contented smiles but under the attack of various ailments; any retirement benefits they obtain will be used primarily for medical expenses rather than for their rest or own companies.”

She cited the UN Educational, Scientific, and Cultural Organization when she claimed that the Philippines was among the nations with the most appalling statistics describing the working conditions of teachers, with average pupil-teacher ratios ranging from 31 (primary level) to 45 students to each teacher (secondary level), and average class sizes of 42.4 (primary) and 43.7 (secondary) (secondary).

Castro noted that the retirement age in the majority of North American, European, and Asian nations is 60 and that teachers in the Philippines leave the workforce five years later than those in most other nations.

A 55-year-old who is just a few years away from becoming a senior citizen should not be obliged to carry out the strenuous duties expected of a public school teacher in the Philippines, according to respect and humane concern. Public school teachers should at least have the option to leave the field at this point in their life if they want to live longer, healthier lives, Castro said.
