DMW advised being wary of “fake” placement firms

On Thursday, Senator Jinggoy Estrada encouraged representatives of the Department of Migrant Workers (DMW) and other concerned government organizations to keep an eye out for alleged “dummy” Filipino owners of placement firms that hire abroad Filipino workers who are located in the Philippines (OFWs).

In response to the cancellation of the recruitment licenses for the local and international placement agencies of the deceased OFW Jullebee Ranara, Estrada brought up this possibility during the Senate session on Wednesday.

After his office received information on alleged foreign ownership of placement agencies, which is prohibited by the licensing and regulation rules of the Philippine Overseas Employment Administration (POEA) and the Labor Code of the Philippines, the lawmaker requested the DMW to scrutinize the recruitment agencies and determine whether the proprietors of these recruitment agencies have the financial capability to run their operations during the hearing.

According to the Labor Code, only Filipino individuals who are sole owners with a minimum capitalization of PHP5 million are permitted to get licenses to run placement agencies.

According to Estrada’s evidence, it is “common knowledge” in the business that certain Filipinos are impersonating “dummy” incorporators of some recruitment or placement firms that send out OFWs, Estrada stated.

As in the instance of Ranara, who was the focus of the senator’s privilege speech on January 24, the senator voiced worry that some of these foreign-owned recruitment firms may be involved in the deployment of troubled OFWs.
On January 21, Ranara was burned to death and discovered in a Kuwaiti desert. Her employer’s 17-year-old son is accused of carrying out the murder.

The DMW’s initial inquiry revealed that Ranara’s local and international recruitment firms did not adhere to the necessary monitoring standards to safeguard the welfare of their deployed employees.

DMW representatives explained to senators that once the licenses of recruitment agencies are revoked or canceled due to various violations, all of its officers, board of directors, and incorporators are put on a derogatory list and are forbidden from taking part in or running any other recruitment-related activities.
