A new resolution from the Land Transportation Franchising and Regulatory Board (LTFRB) was released on Monday with the intention of reducing “red tape” within the organization and accelerating the resolution of apprehension cases.

LTFRB Resolution No. 008, series of 2023 states that with the exception of cases where there was no franchise/Certificate of Public Convenience (CPC) or evidence of franchise presented during the apprehension, the chief of the LTFRB Legal Division is permitted “to sign and approve all orders/resolutions for Inspection Report Summons (IRS) apprehension cases” that are admitted and uncontested by the respondents.

According to the new resolution, presenting “fake and spurious” CPCs, Official Receipts/Certificates of Registration (OR/CR), plates, stickers, and tags are now included in the list of IRS apprehension cases.

These cases were previously exempted under LTFRB Resolution No. 190, series of 2022, issued last Dec. 27, 2022.

“The Board’s commitment to comply with Republic Act 11032 or the “Ease of Doing Business and Efficient Government Service Delivery Act of 2018” is evidenced by the Board’s decision to reevaluate Board Resolution No. 190 to include colorum and fake and spurious CPCs in the list of IRS apprehension cases, it said.

Simplifying and streamlining processes to cut down on red tape in the provision of public services is one of RA 11032’s goals.

Teofilo Guadiz III, the chairperson of the LTFRB, stated in a statement that adding these offenses to the list of IRS apprehension cases will aid in decreasing case resolution backlogs “for the speedy delivery of service.”

Because the traveling public deserves it, we included colorum and fake CPCs in the list of IRS apprehension cases, according to Guadiz.
