
Once the OTOP bill is passed, the local economy will expand even further
The Senate-approved legislation, which attempts to institutionalize the One Town, One Product (OTOP) program, will promote regional goods produced by MSMEs and foster job creation.
Product development will be included in the OTOP program as the major instrument of assistance for MSMEs, according to Senate President Pro Tempore Loren Legarda, the primary author of Senate Bill No. 1594.
As the main agency for the legislation, the Department of Trade and Industry (DTI) will draught a set of requirements that OTOP products must follow.
In order to maintain the OTOP brand as a symbol of quality and access to domestic and international markets, the bill will also address deficiencies in entrepreneurial abilities through capacity building, standards-setting, and market compliance. Additionally, it will improve the advertising of the product across many platforms, Legarda stated in a news release on Tuesday.
According to the proposed legislation, local communities’ innate and inherent qualities should be used to create goods that are consistent with local cultural values, come from the community, elicit a sense of community among residents, and showcase the creativity and invention of the Filipino people.
The law received 22 yes votes and 0 no votes at the final reading on Monday night. It was co-authored by Senate Majority Leader Joel Villanueva, Senators Ramon Revilla Jr., Jinggoy Estrada, Christopher Go, Sherwin Gatchalian, and Mark Villar.
According to data from the Philippine Statistics Authority, MSMEs make up 99.58 percent of all businesses in the nation. In 2021 alone, they produced PHP2.09 billion in revenue and 5,461,731 jobs.
Legarda stated that this was a means of promoting the well-being of the populace and the standard of the living environment, as well as the sustainable development, expansion, and competitiveness of tiny units of society and the regions.
In cooperation with local government agencies, the DTI has long supported OTOP hubs to provide small business owners with locations to exhibit their goods and get market exposure.
81 OTOP hubs received point-of-sale terminals from DTI-Northern Mindanao in February for PHP25,000 each to help them manage their inventories and keep track of sales.
