Manila is considering turning walkways into parking areas.
To combat the steadily rising number of obstructive automobiles, the City of Manila intends to turn some sidewalks into parking spaces.
The ability to designate parking spaces is included in City Ordinance 8092, or the Traffic Code of the City of Manila, according to Dennis Viaje, an adviser with the Manila Traffic and Parking Bureau (MTPB), which established the organization.
“The local government is considering how to accommodate everyone because the number of vehicles keeps rising even if the number of streets is staying the same. At the Balitaan sa Harbor View news event, held on Friday and sponsored by the Manila City Hall Reporters’ Association, he claimed that sidewalks with parked motorcycles would have a gap in the middle for pedestrians to pass through.
Rep. Joel Chua of the third district asserted that a local government unit (LGU) has the authority to impose rules on its streets.
In order to specify where parking is allowed and prohibited, he continued, “that is where the ordinance, the police power of legislation, comes in.”
According to its mandate, the MTPB is allowed to build, run, maintain, and/or manage terminals, parking lots, and bike lanes, as well as collect user fees and other charges.
“That is allowed by the law as long as it is in the ordinance. You are welcome to pose a question, but you must first query the statute that gives the city the right to offer to park, Chua continued.
Lei Lacuna, a councilor for Manila, reaffirmed Viaje’s claim that an LGU can devise strategies for generating parking spots.
“Since some barangays (villages) are small and others are wide, each chairperson approaches parking issues differently. But we make sure it complies with the law,” added Lacuna, who is also the president of Liga ng mga Barangay – Manila.
