For the elections in May 2025, the Commission on Elections (Comelec) announced on Wednesday that it would allow voters abroad to cast ballots online.

In an interview, Comelec Chairman George Erwin Garcia stated that the election body has been “deeply exploring” the plan’s specifics and is preparing to allocate a budget for the measure as a policy direction.

According to Garcia, this aims to raise the foreign voter turnout, which was just 34% in the 2022 elections, just slightly higher than the 31% in the 2019 elections.

He did add that there would still be physical and postal absentee voting options for the 2025 elections.

“It’s quite likely that personal and postal voting will be phased out if it turns out that foreign people favored Internet voting during the 2025 elections and used it less frequently. According to Garcia, Internet voting may end up being the only option if we execute it properly in the 2025 elections.

He pointed out that voting online would cost the government less money.

Garcia predicted that international voting will likely cost less as time goes on.

Comelec plans to use the Internet voting option to attract more Filipinos living overseas to vote in the upcoming national elections.

The Commission is allowed to “explore other more efficient, reliable, and secure modes or systems, ensuring the secrecy and sanctity of the entire process, whether paper-based, electronic, Internet-based technology or such other latest technology available,” according to Section 28 of Republic Act 10590.

Filipinos overseas may use postal voting and casting their ballots in embassies and consular offices to participate in national elections.

Only national offices like the president, vice president, senators, and party-list organizations are chosen by absentee voters.
