To prevent flooding in the NCR, PBBM plans to use “large” water impounding zones.

In an effort to reduce flooding in the nation’s capital, President Ferdinand R. Marcos Jr. revealed on Tuesday that his administration planned to construct “large” water impounding facilities outside of Metro Manila.

After his sectoral meeting with the Department of Public Works and Highways (DPWH) at Malacaan Palace in Manila to review the flood control programs, Marcos made the announcement in a video message.

According to Marcos, the proposal will not just be focused on flood mitigation and emphasised the significance of developing new water-impounding projects in the nation.

He said that the water pond might likewise be applied to farming.

“Huwag natin naman sana tinatapon ‘yung tubig because natin iyang tubig na iyan. As a result, I must gumagawa ng paraan to maipon the tubig. (Let’s not squander the water because we will need it; instead, let’s not waste it.) Naghahanap ngayon kami ng mga lugar sa labas ng Maynila. We are looking for a technique to impound the water because of this as well. We are currently searching for locations outside of Metro Manila where we can construct sizable impounding grounds),” added Marcos.

“Hindi na papasok dito sa Maynila, para doon natin kokontrolin. We shall manage the flow of water and prevent it from engulfing Metro Manila. At mayroon pa tayong naipon na tubig para sa agrikultura, para sa iba’t ibang gamit. We would also be able to gather the water and use it for other things, like farming),” he continued.

“Comprehensive” strategy

Marcos instructed the Department of Environment and Natural Resources (DENR) Water Resources Management Office (WRMO) to develop a “comprehensive” plan to safeguard coastal communities and Metro Manila from flooding during the sectoral meeting, according to a statement from the department’s communications secretary, Cheloy Garafil.

Garafil stated that Marcos brought up the estimated PHP351 billion cost of the DPWH’s flood control projects in Metro Manila and the region around it.

The need for a thorough plan to manage where the floodwaters should go and what should be done, she said, was stressed by Marcos.

Garafil pointed out that other ongoing flood control initiatives in the provinces of Pampanga, Cavite, and Leyte as well as in Cagayan de Oro City were also discussed at the briefing.

According to her, there was also a debate about building access roads to irrigation regions specified by the National Irrigation Authority as part of the Katubigan Programme, which was run in conjunction with the DPWH.

“The highlights included the rainwater collection system program under Republic Act No. 6716, with a total cost of PHP5.86 billion for the construction and installation of 6,002 rainwater collection systems in various parts of the country,” Garafil said.

She said, “Among the key flood control projects that are in the works are the Central Luzon-Pampanga River Floodway Flood Control Project, as well as flood protection facilities in the Abra River Basin, Ranao River Basin, and Tagum-Libuganon River Basin.

In addition to the flood management programs, Marcos stated that the government is also keeping an eye on the climate issue due to its catastrophic consequences on numerous industries.

Garafil, DENR Secretary Antonia Yulo-Loyzaga, and DPWH Secretary Manuel Bonoan all attended the briefing regarding the flood control projects.

Secretary Lucas Bersamin (Executive), Secretary Arsenio Balisacan (Socioeconomic Planning), Secretary Benjamin Diokno (Finance), Secretary Amenah Pangandaman (Budget), Secretary Benjamin Abalos Jr. (Local Government), Secretary Renato Solidum Jr. (Science and Technology), and Secretary Gilbert Teodoro Jr. (Defence) were also present.

Juan Ponce Enrile, the chief legal advisor to the president, Antonio Ernesto Lagdameo Jr., and Romando Artes, the acting chair of the Metropolitan Manila Development Authority, were also there.
