He wants the police to work in hotel quarantine facilities.

On Tuesday, President Rodrigo Duterte said that he wanted at least two police officers to be stationed in hotels that were being used as Covid-19 quarantine facilities. This was to prevent people from skipping their mandatory quarantine.

Hotels don’t have the power to stop people who have been quarantined from breaking rules, so Duterte said it only makes sense to give the job of stopping people who have been quarantined to government workers like police officers.

People who work at a hotel can’t be held responsible for enforcing quarantine rules, because only the government can do that.

He then asked Eduardo Ao, the head of the Interior Department, if it was possible to have at least two police officers work two shifts at a hotel quarantine facility at the same time.

When asked about the plan, Ao said he already talked about it with the Philippine National Police (PNP) Chief, General Dionardo Carlos.

Duterte, on the other hand, asked Justice Secretary Menardo Guevarra if hotel owners could be held liable for letting people skip mandatory quarantines.

Those who break Republic Act (RA) No. 11332, which is called the Mandatory Reporting of Notifiable Diseases and Health Events of Public Concern Act, could be punished with a fine, prison time, or both.

Duterte also asked the National Bureau of Investigation (NBI) to look into possible violations of quarantine protocols by people who arrive at the airport and go to hotels that are being used as quarantine facilities or people’s homes.

On Monday, the PNP-Criminal Investigation and Detection Group (CIDG) filed a case against a Filipina who broke quarantine rules when she came back from the US, her parents, her boyfriend, and five other people.

The CIDG says it found that Gwyneth Anne Chua checked into the Berjaya Hotel Makati on December 22 at 11:23 p.m. Later, she was seen in a bar and restaurant on December 23 and 25 and then returned to the hotel.

On December 26, Chua was found to have Covid-19 and spread it to about 15 people she was with.

She is in one of the isolation facilities in Metro Manila right now.

Berjaya Makati later apologized for not stopping the woman from leaving before the end of her quarantine period, but the hotel didn’t say how.
