HEIs in Alert Level 3 regions may begin sessions as early as January 31.

Higher education institutions (HEIs) in locations under Alert Level 3 may begin holding restricted face-to-face (F2F) classes on January 31 depending on Covid-19 conditions on the ground, said Commission on Higher Education (CHED) Chair J. Prospero de Vera III on Wednesday.

After the CHED published an advice Tuesday night, HEIs in locations under Alert Level 3 can begin adopting limited physical sessions for all degree programs by the end of the month, according to the advisory.

Netizens slammed the advice, claiming that Covid-19 cases are on the rise across the country.

In a television interview, de Vera stated that the earliest HEIs might start classes is January 31.

“By January 31, hopefully, you’ll have a better handle on the data, makikita natin kung pababa na [ang Covid cases]. If the Covid cases are decreasing, ang magiging desisyon dapat nila ay mag-adjust doon sa (if the Covid cases are decreasing). If the downturn is slow, the HEIs’ actions should be based on the current situation “he stated

Despite being under Alert Level 3 until January 15, certain public universities in the National Capital Region have moved their physical classes to next month, he added.

HEIs in the Eastern Visayas and Caraga areas have postponed the commencement of sessions as they recover from Typhoon Odette’s devastation in December last year.

In November 2021, the Inter-Agency Task Force for Emerging Infectious Diseases adopted a “phased” limited in-person class schedule for all degree programs.

It permitted HEIS to start holding physical classes in regions under Alert Level 2 in December.
