The Philippine National Police (PNP) supports a bill that would establish police courts.

On Friday, the Philippine National Police (PNP) expressed its support for a bill that would establish special tribunals to hear instances involving police officers accused of misconduct.

“Every case that has been brought in court is unique. Court rulings involving PNP troops may take longer to be implemented because they are calendared with a backlog of cases that the trial courts are dealing with, according to PNP chief Gen. Dionardo Carlos in a statement.

Senate Bill 2331, or the proposed Police Courts Act, was submitted to the Senate’s Human Rights and Justice, Public Order and Dangerous Drugs, and Finance committees on Thursday for due consideration.

Senator Richard Gordon, in his sponsorship speech, underlined the significance of having a mechanism to hold erring PNP members accountable through the passage of the bill, describing it as “the hallmark of modern democratic governance.”

The Supreme Court (SC) will select a police court from the municipal or regional trial courts under the bill.

Unless an anti-graft case warrants Sandiganbayan’s authority, these courts will consider criminal and administrative issues involving a police respondent based on his alleged activities, which may include violations of rules of engagement and police procedure.

If cases are ever elevated, the SC will also delegate a division to the Court of Appeals.

“We can’t comment on the specifics of this proposed legislation at this time because nothing is definitive.” However, we support prompt justice. Anything that aims to expedite the legal process for the benefit of the parties concerned is a positive step forward, according to Carlos.

According to the most recent data from the SC, as of June last year, there were roughly 398 pending criminal cases involving police officers as defendants.
