Under Secretary Carlos Dominguez III, the Department of Finance (DOF) has increased its digitalization initiatives, such as promoting commerce online and making tax exemption filing more accessible, in order to better serve the public and strengthen its supervision functions and policy-making processes.

The Department of Finance’s Tax Exemption System (TES) was replaced by the web-based TESlite to make it easier and more convenient for importers to apply for tax and duty exemptions with the Department’s Revenue Office, according to Dominguez.

“These digitalization initiatives involve enhanced security procedures to protect our systems from viruses and any cyber assaults,” he explained.

The Department of Finance, according to Dominguez, has also implemented the GOCCs (Government-Owned and Controlled Corporations) Liabilities and Monitoring System, or GLaMS, which is an upgraded web-based system for reporting and processing data pertaining to state-run firms’ debts and liabilities.

The GLaMS includes NG-guaranteed, NG-onlending, and non-NG-guaranteed loans, as well as loan status and other types of liabilities, contractual responsibilities, and other pertinent information about GOCC debts.

“It intends to make the GOCCs’ data reporting procedure more efficient by eliminating paper and allowing direct input from the GOCCs.” This gives us a full set of debt data and other information about GOCC liabilities to help the DOF with debt analysis and financial strategy formulation for these state-run enterprises,” he added.

Dominguez said the DOF has set up a Legislative Management Portal (LMP) to help its staff track the status of bills filed in the legislature as part of the department’s active involvement in supporting Congress in developing suggested improvements in the tax and financial systems.

The LMP includes information on the Department of Defense’s proposed reforms that require congressional approval, as well as other bills that require the Department’s input; pertinent papers; and schedules of Senate and House committee hearings for quick reference.

The Department of Defense’s Privatization and Management Office (PMO) has also modernized its processes, including expanding its existing Asset Register Information System (ARIS) to include the upcoming integration of additional information for legal cases involving specific assets, as well as verification documents to ensure the accuracy of asset details in the registry.

The PMO also used a data analytics reporting tool to pull essential data from the ARIS and put it in an easy-to-read executive dashboard.

To name a few, the PMO digitized its Transfer Certificate of Title (TCT) database; modified and updated its Document Tracking System (DTS) to easily track all of its incoming documents that were acted on with the corresponding outgoing documents; and improved its internal financial processes by using the latest versions of the Commission on Audit’s Electronic New Government Accounting System (eNGAS) and Electronic Budgeting System (eBudget).

The Department of Information and Communications Technology has already approved the PMO’s 2022-2024 Information Systems Strategic Plan to support its computerization programs for the next three years, according to Dominguez.
