The Department of Agrarian Reform (DAR), which distributes their certificates of land ownership award (CLOA) right to their doorsteps, has helped at least 244 small landholders in the province of Ilocos Norte obtain the land they are tilling.

DAR staff and authorities are going door-to-door to present CLOAs to farmers as part of the DAR-to-door campaign.

In an interview on Friday, Engr. Vic Ines, provincial agricultural reform program officer, said, “Instead of them coming to us, we personally visit them to deliver their CLOAs.”

Ines noted that the continued issuance of certificates of land ownership award (CLOA) to agrarian reform beneficiaries aims to motivate them to improve the productivity of their fields.

The DAR is working to speed up the CLOA title distribution in the face of a pandemic, as part of the Duterte administration’s 10-point agenda and priority projects for better land administration and management.

This strategy, according to Ines, is an attempt to bring government services closer to the people, especially since some of the farmer-beneficiaries who live in remote locations are already old and unwell, making it difficult for them to participate in the city’s ceremonial CLOA distribution.

Under the agricultural reform program, the current batch of beneficiaries covers a total land area of 56 hectares.

These can be found in different locations of Ilocos Norte.

Aleta Trinidad of Barangay Agaga, Burgos, Ilocos Norte, is grateful to have confirmation of ownership of property her family has farmed for many years.

“I’m overjoyed that I’ve finally been able to get my land title.” Trinidad, one of the 244 new proprietors who acquired agricultural patents this week, described it as “an answered prayer.”
