SK bill expanded to empower and professionalize young authorities

LEGAZPI CITY β€” Members of the Sangguniang Kabataan (SK) in Albay’s Second District are hoping that House Bill (HB) 10698, which would provide kagawad (councilors) with honoraria and necessary credentials of public service eligibility, will become law.

The law, which will broaden the responsibilities of SK councilors to include skills training, youth employment, environmental protection, values education, and other programs targeted at young people’s vulnerability, failed to pass the second reading in January.

Rodel Padilla, 27, the incumbent SK chairman in Camalig town, said the proposal will make councilors more functional in an interview on Sunday.

“If the bill is passed, SK officials will be more obligated to do their tasks efficiently and energetically because they would be paid honoraria,” Padilla added.

Giovanni Mancera, a 21-year-old SK councilor, is optimistic about the bill.

Meanwhile, Jodilyn Manrique, an SK treasurer, commended lawmakers for their support for SK officials, notably bill author and Albay (2nd District) Rep. Joey Salceda.

“I am delighted to hear that our government recognizes the contribution we provide to the community by delivering this kind of act as an appointed SK treasurer in our barangay,” she said.

The bill provides honoraria and other benefits to SK councilors, including appointed treasurers and secretaries, such as contributions to the Philippine Health Insurance Corporation premium and exemption from any components of the National Service Training Programs-Civic Welfare Training Service in schools.

“The fundamental premise of House Bill 10698 is to empower and professionalize the SK,” Salceda said during a Saturday information caravan at the Legazpi City Convention Center in Albay.
