MANILA, Philippines — The Philippine National Police (PNP) inaugurated the Anti-Illegal Drugs Operations through Reinforcement and Education (ADORE), the final phase of the Oplan Double Barrel anti-drug strategy, on Monday, returning to the streets to reach illegal drug victims.

In support of the Philippine Drug Enforcement Agency (PDEA) and local government units, and in close coordination with other law enforcement agencies, national government agencies, non-governmental organizations, and other stakeholders, ADORE is based on a holistic approach highlighted by reinforcement and education-based strategy, utilizing the ‘8Es’ implementation track of the infinity loop of the double-barrel to eradicate the proliferation of illegal drugs in the community.

Engineering the structure, education, information extraction, enforcement, enactment of laws, environment, economics, and evaluation are the ADORE’s 8Es.

“As I promised, the PNP is determined to return to the streets now that the atmosphere permits us to do so in order to enlist the government’s assistance in the fight against illegal narcotics; ganun po ang aming (that is our) duty.” We’re doing everything we can to make the campaign a success, but the Philippine Anti-Illegal Drugs Strategy (PADS) and its predecessor, the National Action Plan for Anti-Drug Action, are both ongoing programs,” he said.

He stated that the PNP, in collaboration with the PDEA, will continue to reduce supply through law enforcement.

Secretary of Health Francisco Duque III, who attended the ceremony as a special guest, said the DOH shares the PNP’s aim of a healthy country through health promotion initiatives on substance use and misuse.

“Through the launch of Oplan Double-Barrel Finale 2022 Adore, the department hopes to enhance the BADACs in order to assist eradicate drug dependency among Persons Who Use Drugs (PWUDs) and help them rehabilitate.” I am convinced that our effort will contribute to the improvement of our country’s healthcare system in general and offer a substance-free atmosphere for our citizens in particular. So let us all work together to make Pilipinas a healthy country,” Duque remarked.

According to Duque, the Department of Health thinks that substance misuse and addiction are chronic but treatable medical illnesses that require a holistic response including the entire government, community, and system.

“We used the same best practice when President Rodrigo Roa Duterte formed the (Inter-Agency) Task Force (for the Management of) Emerging Infectious Diseases and the (National) Task Force on Covid-19.” To assist persons who use drugs or PWUDs, the Department of Health has implemented programs such as the establishment of drug abuse treatment and rehabilitation facilities, capacity building of rehabilitation practitioners, and evidence-based drug rehabilitation programs and services in the country,” he stressed.
