Roque sees PRRD as a viable mediator in the confrontation between Russia and Ukraine.
MANILA โ UniTeam senatorial candidate Harry Roque says that given the Philippines’ neutral position and constitutionally mandated foreign policy of peace with all nations, President Rodrigo Roa Duterte can assist in mediating the Russia-Ukraine dispute.
Because of its reliance on imported oil and gas and strong bilateral relationship with Russia, Roque, an international law specialist, believes the Philippines has a stake in a peaceful resolution of the crisis.
Roque confirmed to the personal links between Duterte and Russian President Vladimir Putin, citing the positive Philippine-Russian relations since the start of the Duterte government.
Duterte explicitly recognized his affinity with Putin and admitted to being touched by Russia’s current position in a recent address in Tacloban City. The President, on the other hand, insisted on the country’s neutrality on the subject.
Given his prominence among nations directly and indirectly involved in the Eastern European war, the former presidential spokesman sees Duterte as a viable mediator.
Since the Visiting Forces Agreement and Mutual Defense Treaty between the US and the Philippines are still in existence, Roque said Duterte is a friend of Russia and has strong connections with the US government.
“Despite the absence of a resident ambassador there, we have diplomatic ties with Ukraine,” Roque stated in a news release on Monday.
“I believe that these countries, including US friends, would pay attention to what President Duterte has to say about resolving the Russia-Ukraine conflict peacefully,” he continued.
Due to the war’s inflationary influence on the global economy, Roque believes diplomatic interventions and engagement among parties involved should continue.

According to the Department of Foreign Affairs, more than 300 Filipinos have been repatriated from Ukraine (DFA).
The Philippines and Russia will commemorate their 45th anniversary of diplomatic relations in 2021, with an upsurge in high-level visits since 2016. In addition, Russia is the country’s 19th largest commercial partner.
Both countries inked more than 30 agreements in military, security, trade, nuclear energy, higher education, agriculture, culture, and tourism, according to the Department of Foreign Affairs.
The Philippines and Ukraine established formal diplomatic relations in 1992, and the bilateral relationship has been marked by frequent visits and exchanges of multilateral projects since then.
