LEGAZPI CITY, PHILIPPINES – Farmers are being encouraged to organize or join cooperatives by the City Agriculture Office (CAO) in order to take advantage of several government programs targeted at enhancing their revenue.

In an interview on Monday, CAO chief Shiela Naz said she encourages farmers to join groups because it is one of the prerequisites for enlistment in the Registry System for the Basic Sector of Agriculture (RSBSA).

“The RSBSA is part of the Department of Agriculture’s Rice Competitiveness Enhancement Fund (RCEF) Mechanization program, which provides farmers with free farm equipment such as certified and hybrid palay seedlings, fertilizers, free farmer seminars, and cash support,” Naz explained.

RCEF is a component of Republic Act 11203, the Rice Tariffication Law, which aims to eliminate post-harvest losses by utilizing an accurate, effective, and comprehensive set of machines.

The CAO has given 1,011 sacks of hybrid palay, 1,694 bags of certified palay seedlings, and 2,589 sacks of fertilizers through the RCEF program, according to Naz.

She stated that the assistance from DA had helped 1,200 legal farmers establish 525 hectares of agriculture.

“Right now, we have 15 farmer associations that have already received wheel tractors, hand tractors, palay threshers, combine harvesters, and walk behind transplanters,” Naz remarked.

Apart from farming, CAO has aided fishermen’s organizations by providing free fingerlings.

According to Naz, the CAO supplied 10,000 bangus (milkfish) and 205,000 tilapia fingerlings to fishermen’s groups as part of the Aqua-Culture Development Program to enhance culture fish care and provide greater money to fishermen.
