Database of employees to help PNP investigate crimes associated with POGO.

To address the industry’s crime incidences, the Philippine National Police (PNP) on Monday underlined the necessity for an extensive database of international employees of Philippine Offshore Gaming Operators (POGOs).

We have seen that our police are having difficulties since we lack records of foreign nationals entering our country to work at POGO enterprises. Gen. Rodolfo Azurin Jr., head of the PNP, told reporters at a press conference at their headquarters in Camp Crame, Quezon City, “We really need to involve (our) Bureau of Immigration so we would know who are the Chinese nationals coming to our country, as well as their categorization.

The PNP chief added that it would be preferable if they were provided a copy of the records of Chinese citizens who reside in other nations outside of China and a list of authorized POGO operators in the nation.

To make it simpler for us to examine when there are connected situations involving POGO personnel, he said, “these are the things that we need to look into.”

For the time being, Azurin ordered the placement of more police officers close to POGO locations in the cities of Paranaque, Pasay, and Makati.

As a matter of fact, some of the patrolling officers originated from the national headquarters, our reserve force, so they could contribute to the police presence and visibility in their region, according to Azurin.

By the S.A.F.E. (Seen, Appreciated, and Felt by the people through Extraordinary actions) NCRPO program, the additional manpower sent to the National Capital Region Police Office (NCRPO) will be used to supplement the Southern Police District (SPD) deployment, which consists of 368 personnel working three shifts of eight-hour shifts.

The PNP is working with POGO representatives to rectify the issue, according to Col. Jean Fajardo, a spokesperson for the PNP.

According to PNP data, there have already been 27 kidnapping incidents registered in the nation this year. 15 cases include POGO, 11 involve “conventional kidnappings,” and 1 involves “casinos.”

According to Fajardo, POGO-related kidnappings typically involve other POGO employees kidnapping workers—mostly Chinese nationals—for failing to pay “debt.”

“Upon arrival (in the Philippines), their passports are seized, and their supervisors will confine them to a location. Additionally, they are imprisoned and tortured if they are caught stealing from the revenues of games or failing to pay for travel, which is meant to be covered by all expenses. If their family pays, they will only be freed, she added.

According to the PNP’s most recent data, the 12 POGO-related kidnappings reported for the full year of 2021 have already been surpassed by the 15 POGO-related kidnappings that have already been reported this year.

To ensure that we would minimize, if not completely end, POGO-related abduction instances, Fajardo stated, “the option of deploying fixed mobile and foot patrol in the vicinity of POGO establishments is being studied.

Brig. Gen. Jonnel Estomo, the head of the National Capital Region Police Office in Metro Manila, has “already started coordinating with the POGO establishments,” according to Fajardo.

According to Fajardo, “(this is intended) to identify the likely culprits and probable victims to stop similar instances (POGO-related kidnappings) in the future.”
