DBM approves P1.04 billion in additional cash for HCWs’ Covid special risk allowance.
The release of PHP1.04 billion in additional funding has been authorized by the Department of Budget and Management (DBM) to pay the special risk allowance (SRA) of qualified public and private health personnel participating in the Covid-19 healthcare response.
The issue of a Special Allotment Release Order (SARO) to the Department of Health (DOH) was authorized by DBM Secretary Amenah Pangandaman on Monday, according to a news release from the DBM on Tuesday.
“We comprehend and appreciate the tremendous sacrifice and selflessness our healthcare professionals have made throughout these trying times. This is a way to honor their sacrifices, said Pangandaman. “It is a way to honor their sacrifices,” he added.
The extra money will pay 55,211 health professionals with unpaid Covid-19 SRA claims. These workers will receive a grant of PHP 5,000 per month they work during the national emergency.

Medical, allied medical, and other staff assigned to hospitals and healthcare facilities directly caring for or in contact with Covid-19 patients, persons under inquiry, or persons under monitoring are referred to as qualified health workers.
All public and private health personnel who care for or interact with Covid-19 patients must get allowances and benefits under Republic Act (RA) 11494, also known as the Bayanihan to Recover as One Act.
On November 20, 2020, Administrative Order (AO) No. 36, which permits the distribution of Covid-19 SRA to medical personnel caring for or in contact with Covid-19 patients directly under a national emergency, was released.
Under AO 42, the SRA funding was further extended through June 30, 2021.
On April 27, 2022, during the time of public health emergency beginning July 1, 2021, RA 11712, which provides mandatory continuous benefits and allowances to public and private health professionals during the Covid-19 pandemic and potential future public health emergencies, became law.
The Health Emergency Allowance (HEA), with amounts based on risk levels, effectively replaced the SRA under this statute.
In “low-risk locations,” health personnel are paid at least PHP3,000; in “medium-risk areas,” they are paid at least PHP6,000; and in “high-risk areas,” they are paid at least PHP9,000.
The overall released allocation for SRA as of this writing is PHP11.857 billion.
President Ferdinand “Bongbong” Marcos Jr. declared last month that his administration is committed to enhancing the working conditions for nurses and other healthcare professionals domestically and internationally.
By addressing concerns with healthcare infrastructure, perks, and job security, he promised to lessen the pay gap between government hospitals and those in the private sector and the uneven distribution of nurses around the nation.
