Red alert in Apayao because of TD Maymay

On Tuesday, Tropical Depression Maymay continued to deliver rain and strong winds to parts of Northern Luzon, prompting a red alert for Apayao.

The highest level of readiness would be engaged during a red alert to reduce casualties and damage.

The Apayao Provincial and Municipal Disaster Risk Reduction and Management Councils, including the municipal mayors and disaster risk reduction and management officers, were given instructions by Governor Elias Bulut Jr. in Memorandum Order 34 to be on heightened or synchronized alert, to monitor their respective areas of jurisdiction, and to be ready to act in case of emergency.

As soon as the “red alert” status went into effect at 7 a.m., according to provincial disaster risk reduction and management officer Joeffrey Borromeo, the Provincial DRRMC Emergency Operation Center was activated to ensure monitoring, warning, coordination, interoperability, and facilitation preparedness and response readiness measures.

“Moderate to heavy with occasionally heavy rains have been falling in Apayao province since yesterday,” he said.

Borromeo stated that under these circumstances, rain, flash floods, and scattered to extensive landslides are to be anticipated, particularly in places vulnerable to flooding and landslides.

Preschool through secondary school classes were abruptly canceled on Tuesday due to safety concerns.

The governor also ordered a preventative evacuation or a forced (aided) evacuation, as necessary, in a second letter following the activation of the emergency operations center.

Currently, high-risk locations vulnerable to flooding and landslides are being watched over by our peers at the municipal local government entities, according to Borromeo.

He said low-lying barangays such as San Juan and Consuelo in Santa Marcela town, Capagaypayan, Loyon, Lappa, Zumigi in Luna, and Alem, Imelda, and Capanikian in Pudtol are all being considered for potential evacuation during the day or before dusk.

No evacuees have been reported thus far, despite landslide-prone locations in the mountain villages of Calanasan, Kabugao, and Conner being actively monitored.
