The Office of the Government Corporate Counsel (OGCC) has been able to streamline its digital system due to the Covid-19 epidemic.

Government Corporate Counsel Rogelio Quevedo claimed that the government had made progress toward digitizing its procedures.

“Ang mga e-filing pwede na. Therefore, there isn’t a tangible contract copy available for rendering a legal opinion or reviewing one. Currently, electronic filings are possible. There is no longer a requirement to transmit a tangible copy of the contract when providing legal advice or reviewing contracts. He stated during the “Laging Handa” briefing that they might be transmitted by email.

According to Joyce Basco, a lawyer, the OGCC boosted its productivity by providing contract assessments and legal opinions despite the pandemic that forbade physical interactions.

We improved our efficiency during the pandemic, she added, adding, “Mas naging efficient po sa gitna po ng pandemya nakinaharap po natin.”

To wean the agency off using private counsel for the government firms it represents, the OGCC will hire at least 30 attorneys.

“Kakailangan siguro namin ng mga mahigit tatlumpung attorney pa kasi sabi ko nga amin mga kliyente ay sa buong Pilipinas,” Iyong mga attorney, therefore, “pag bumiyahe,” eh kinukulang sa main office I’ll establish a rule that says “We will require more than 30 lawyers to handle our clients throughout the Philippines.” I said “We will need more than 30 lawyers.” We are understaffed at our main office when our lawyers are away. Due to the high cost of hiring private attorneys, we have a policy against doing so,” stated Quevedo.

The Social Security System, Government Service Insurance System, Land Bank of the Philippines, and Philippine Health Insurance Corporation are a few of the government corporations that the OGCC represents.

The OGCC also exercises control and supervision over all legal departments or divisions of client corporations, hears conflicts, disputes, claims, and/or counterclaims between and among client corporations, recommends appropriate action, and participates in task forces, special committees, or serves as in-house counsel or detailed counsel for client corporations without legal departments.
