The Department of Education has a budget utilization rate of 96 percent, which is greater than previous administrations.

Despite the hurdles posed by the Covid-19 pandemic, the Department of Education (DepEd) maintained its 96 percent budget utilization rate (BUR) for 2021 to give additional support to field offices and schools around the country.

“For 2021, we want to keep BUR at 96 percent or perhaps higher than 97 percent.” And I’d like to congratulate and thank everyone because, despite Covid, ‘yung iba pong department nag-stop, or talagang na-suspend, but DepEd continues to operate, and we were able to actually implement 96 percent of our total funds in 2020,” DepEd Undersecretary for Finance Annalyn Sevilla said during the Department’s General Assembly 2021.

Sevilla attributed the increase in BUR, which increased by 8% from 88 percent in 2015 to 96 percent in 2020, to the simplification of public financial management processes and fund decentralization, which promotes accountability, transparency, and competency as funds are downloaded to regional, division, and implementing schools.

The implementation time for the 2021 Maintenance and Other Operating Expenses (MOOE) and capital outlay budgets has been extended to December 2022 by the Lower House and Senate.

The General Appropriations Act 2022 also raised the MOOE capitalization barrier from PHP15,000 to PHP50,000, redefining the use of school-MOOE and benefiting schools by allowing them to purchase higher-quality devices or equipment for the restricted face-to-face classes.

Sevilla also mentioned the following achievements: the formation of technical working groups, the institutionalization of the delivery unit Education Program Management Office (EPMO), collaboration with the National Commission for Culture and the Arts (NCCA), the National Quincentennial Committee (NQC), the National Historical Commission of the Philippines (NHCP), the Cultural Center of the Philippines (CCP), the recommendation of a new employee uniform, the submission of PBB 2020, and the enhancement of the delivery unit Education Program Management Office (EPMO).
