Solon: Don’t use party lists as a rich’s entryway, Reds’ legal front

MANILA, Philippines โ€” A politician remarked on Friday that the party-list system should not be utilized as “gateways” by the wealthy and powerful to get access to government positions, or as “legal fronts” by communist rebels.

Ang Probinsyano Party-List Representative Alfred delos Santos said in an interview that party-list parties should truly reflect the interests of underprivileged sectors, as the 1987 Constitution intended.

“Neither those seeking seats in Congress nor those supposedly functioning as legal fronts for communist rebels aiming to destroy the government should use the party-list system,” he stated.

He underlined the importance of party-list organizations in the country’s political system since they are the “voice” of the underrepresented and disenfranchised.

“We are aware of allegations that some party-list organizations are under scrutiny, but from our perspective, I can confidently declare that we are among the most engaged members of Congress, doing everything we can to advance the marginalized sectors that we represent,” he continued.

Delos Santos’ Ang Probinsyano Party-List advocates for equitable chances for all probinsyanos, or individuals from the rural.

He promised to keep designing policies that will help the sector he serves have access to education, livelihood, food, and health care.

“As someone who grew up and received an education in the province, I’ve witnessed the disparity in opportunities.” That is why I know what I am fighting for and what bills we need to pass to better the lives of our fellow probinsyanos,” he explained.

He used the need for farmers to be equipped with technology in order to boost their output and become more competitive as an example.

“We should look to fully developed countries for inspiration. We must teach our farmers how to make the most of the technology available to them. “In this approach, we can advise them from planting to selling their crops, ideally resulting in a larger revenue,” he explained.

Deputy Speaker Bernadette Herrera, for one, believes that the party-list system needs to be amended to ensure that its goal of providing greater representation to the marginalized and disadvantaged is met.

Herrera believes that the term “marginalized” should be correctly defined in order to ensure that marginalized sectors or groups, such as labor, peasants, the urban poor, indigenous cultural communities, women, youth, and others, are represented in Congress.

“There is a pressing need to change the party-list lawโ€ฆ You must first define what it means to be marginalized “Herrera explained.

President Rodrigo Duterte stated on Tuesday that at least five party-list organizations are acting as “legal fronts” for the Philippines’ Communist Party (CPP).

Duterte said in a taped Talk to the People aired late Tuesday night that Lorraine Badoy, the spokesperson for sectoral concerns for the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), is “right” that party-list groups Kabataan, Alliance of Concerned Teachers (ACT), Bayan Muna, Anakpawis, and Gabriela, or the so-called KABAG, are working with the communist group to overthrow the government.

Duterte also bemoaned the use of public funding to support the rebels by party-list organisations aligned with the CPP.

Apart from the communists, the rich also control the party-list groupings, according to Duterte.
