For the immediate advantage of single parents, DSWD expedites IRR.

Erwin Tulfo, secretary of the Department of Social Welfare and Development (DSWD), ordered the expedited adoption of the Expanded Solo Parents Welfare Act’s Implementing Rules and Regulations (IRR) so that recipients could start making use of their rights right away.

In accordance with Republic Act 11861, which provides single parents with financial, educational, and housing benefits to lessen the burden of raising a kid alone, a technical working group (TWG) has been established to write the IRR.

According to a statement released by Tulfo on Tuesday, “the new law will be of enormous help to solo parents, especially because they are raising their children by themselves.”

If a single parent is not a recipient of any other cash assistance programs, the enlarged statute will entitle them to a PHP1,000 monthly cash subsidy from the local government unit if they earn the minimum wage or less.

In addition, from the time of birth until the child is six years old, the beneficiary will receive a 10-percent discount and be exempt from paying value-added tax on the child’s milk, food, micronutrient supplements, and sanitary napkins, legally prescribed medications, vaccinations, and other medical supplements.

The National Housing Authority would give priority to single parents in low-cost housing projects, offering them generous payment terms in addition to automatic coverage from the Philippine Health Insurance Corporation.

In addition, the sole parent may be eligible for scholarship programs offered by the Department of Education, the Commission on Higher Education, or the Technical Education and Skills Development Authority.

Up until age 21, a kid of a single parent may also be eligible for a full scholarship program.

The new law mandates that single parents, especially single moms, be given priority when it comes to returning to labor, as well as their children when it comes to apprenticeship and livelihood training, among other things.

To lead the development of a Comprehensive Package of Social Protection Services, the DSWD must work with other national government organizations.

Additionally, if the salary is at or below minimum wage, a single parent with a child or children in school will be given preference when choosing new Pantawid Pamilyang Pilipino beneficiaries.

The DSWD’s Sustainable Livelihood Program allows single parents to apply for livelihood support as well.

Rep. Margarita Nograles of the PBA party-list introduced the Single Persons’ Welfare Act in the House of Representatives on behalf of single people who support their families financially.

A person who is not lawfully married or whose prior marriage was nullified is referred to in the bill as being single.

It also includes anyone who manages the finances or custody of minors who are not their own children.

The dependents are ascendants with disabilities up to the fourth degree of consanguinity, minor siblings, minor nephews or nieces, unemployed parents, and relatives.

However, the bill does not apply to single people who are covered by the Expanded Solo Parents Welfare Act.

In a prior statement, Nograles claimed that some single or unmarried people “likewise provide financial support to the children of their relatives, or function as guardians in circumstances when their siblings are overseas or are financially unable to sustain their own children.”
