Budgets for 76% of government agencies were approved.

Before concluding floor discussions and adopting the PHP5.268 trillion National Expenditure Program, the House of Representatives has approved at least 76% of the budgets of all government entities (NEP).

The House has approved the budgets of 54 departments, connected agencies, and constitutional bodies, except for four agencies, according to Manuel Jose “Mannix” Dalipe, the majority leader of the House and chair of the Rules Committee, who made this announcement on Friday.

Our team of deputies in the Rules Committee and the Committee on Appropriations performed the execution of schedules and the flow of the plenary discussion flawlessly. This week, I predict some agencies will have longer and more contentious budget negotiations, but we can manage it. In a news release on Sunday, Dalipe stated, “I’m optimistic we will wrap up all debates by September 28 and pass the budget law by September 30.

The discussion and ratification of the budgets for the National Economic Development Authority and its affiliated agencies, the Energy Regulatory Commission and the Department of Finance, have been postponed until this week, according to Dalipe.

The National Commission on Indigenous Peoples’ budget was not authorized along with the Department of Social Welfare and Development’s (DSWD) financing on Friday (NCIP).

According to Dalipe, this purpose is to minimize needless delays. He acknowledged that many Congress members want to challenge the budget allocations of these agencies. Therefore, it was agreed to list them this week to allow longer debates.

“Since there will be fewer agencies to discuss on the floor, our members will have more time to discuss their budgets while the budget approval process for other federal agencies will move more quickly. However, their budget will undoubtedly be approved in time for our deadline of September 28,” Dalipe stated.

The budget proposals for the following government agencies are deemed to have been finished for plenary debate as of Friday: Department of Science and Technology, Department of Justice, Philippine Space Agency, Film Development Council of the Philippines, Optical Media Board, Philippine Racing Commission, Civil Service Commission, including Career Service Executive Board, Southern Philippines Development, Mindanao Development Authority, Anti-Red Tape Authority, Commission on Elections, Commission on Human Rights, including Human Rights Violation Victims’ Memorial Commission, Department of Science and Technology.

The National Historical Commission of the Philippines, the National Library of the Philippines, the National Archives of the Philippines, the Commission on the Filipino Language, the Philippine Competition Commission, the Commission on Higher Education, the State Universities and Colleges (NCR, Regions I (Ilocos Region) to Caraga, the Cordillera Administrative Region, and the Bangsamoro Autonomous Region in Muslim Mindanao), the Movie and Television Review, and C

the Department of Tourism, the Department of Trade and Industry, the Office of the Press Secretary, the Department of Information and Communications Technology, the Department of Foreign Affairs, the Department of Public Works and Highways, the Department of Interior and Local Government, the Department of Transportation, the Department of Energy, the Energy Regulatory Commission, the Department of Environment and Natural Resources, and the Office of the Press Secretary are all scheduled to speak in the plenary this week.
