Congress hopes to pass the 2023 budget before Christmas.

By the third week of November, the Senate will have approved the General Appropriations Bill (GAB) for 2023.

When the 19th Congress reconvenes on Monday, according to Senate President Juan Miguel Zubiri, discussions on the proposed PHP5.268 trillion budget will continue.

By the second week of December, he anticipates the bicameral clearance to be completed.

According to a news release he issued on Sunday, “with the hard work and commitment of all our fellow senators, we anticipate to have two weeks of marathon plenary deliberations, and perhaps we can get it approved on third reading in the Senate as early as the third week of November.”

The Speaker of the House of Representatives, Martin Romualdez, stated that they hope to ratify the GAB and pass the final LEDAC-priority legislation before the start of the Christmas vacation on December 18.

The creation of jobs, health care, and economic recovery is among the priority sectors, according to Romualdez.

“Providing social safety nets for the populace and assisting them in recovering from the economic dislocation brought on by COVID-19 is one of our top responsibilities. With agriculture serving as the primary engine for growth and employment, we will work even harder to help our economy recover, Romualdez added.

Even after the session ended on October 1, according to Zubiri, the subcommittees “painstakingly looked over our agencies’ programs and spending” to make sure the 4.9 percent increase from this year’s budget was necessary and essential for the nation to keep recovering from the pandemic.

“I want to express my gratitude to all of our dedicated senators for expertly leading their individual subcommittees and for ensuring that we adhered to our budget timetable. We anticipate spending about two weeks in marathon plenary discussions if everyone maintains the same work ethic and urgency, and we hope to be able to approve the budget as early as the third week of November,” he said.

While they still have concerns about intelligence and secret money, Senate Minority Leader Aquilino Pimentel III stated in a radio interview that he and Senator Risa Hontiveros will be “friendly” during discussions.

Among others, he mentioned the Department of Interior and Local Government, the Energy Regulatory Commission, the Philippine Drug Enforcement Agency, the Philippine National Police, the Office of the President, the Office of the Vice President, and the Department of Public Works and Highways.

Pimentel claimed that if monies are cut, they can be reallocated to housing, senior citizen programs, and food production.

Other issues

Before the Subscriber Identity Module (SIM) Registration law’s implementing rules and regulations (IRR) are finalized, according to Senator Grace Poe, there are still consultations to be had.

Poe stated in a statement on Sunday, “We await an IRR that will represent the spirit of the law to provide the people with a defense in resisting text frauds and misinformation.” “The regulations will put our goal of ensuring secure and safe mobile phone use in the nation while respecting the right to privacy in motion.”

The IRR must be developed by the government within 60 days of the law’s effective date on October 28.

The IRR will be published by the National Telecommunications Commission in collaboration with the Department of Information and Communications Technology, the National Privacy Commission, telcos, and significant consumer organizations.

All mobile subscribers are required by law to register their SIM before activation.

After the law takes effect, all SIM card holders must register with their carriers within 180 days.

The registration may be extended by the DICT for a further 120 days and may be completed electronically via a platform or website.

Registration will be made easier in rural locations with little access to the internet or communication.
