A fourth Senate bill to double government workers’ relief allowance has been filed.
A senator added a bill to double the monthly Personnel Economic Relief Allowance because it is unlikely that the call to raise the minimum wage of government employees to PHP33,000 before at least next year (PERA).
The PERA is presently PHP2,000, which according to Senator Ramon Revilla Jr. is insufficient given the ongoing rise in the cost of premium commodities.
Senate Bill (SB) No. 1406, introduced by Revilla, aims to implement PERA’s genuine purpose as a means of financial assistance for all public employees, subject to automatic yearly adjustments equal to any rise in the nation’s annual inflation rate.
In a statement on Monday, Revilla stated, “Unfortunately, with the increasing economic situations brought on by the Covid-19 pandemic and the skyrocketing prices of essential necessities and gasoline, I believe the existing amount of PHP2,000 is already insufficient and needs to be changed.
Prior to this, Senators Francis Escudero, Jinggoy Estrada, and Mark Villar submitted SB Nos. 60, 1027, and 1378 to increase the pay of nearly 1.8 million government workers.
PERA was first awarded in 1991 as a result of Budget Circular No. 4, which gave government employees a PHP500 allowance. In 1993, PHP1,000 was added by way of Administrative Order No. 53, and PHP2,000 was added in January 2010.
Revilla backs calls for a PHP33,000 minimum monthly wage in addition to PERA.

Revilla, who serves as the committee’s chair for the civil service, government reorganization, and professional regulation, claimed to have previously spoken with the Department of Budget and Management (DBM).
“Government employees are the backbone of our bureaucracy if taxes are the lifeblood of our economy. The strength and effectiveness of our government depend entirely on the individuals who run it, he declared.
The Salary Standardization Law (SSL) 5, the final phase of the increase implemented under the Duterte administration, is scheduled to take effect on January 1, 2023, so Gerald Janda, director of the Department of Budget and Management, recently stated that raising the minimum wage for government employees to PHP33,000 would not be necessary.
We acknowledge the demands for pay increases from many industries, but Republic 11466 or the SSL 5 remain in place. All government employees will receive a pay raise when 2023 arrives and the General Appropriations Act is approved, according to Janda, who stated this in a radio interview.
The minimum pay for government employees will rise from the current PHP12,517 to PHP13,000 under SSL 5.
According to the DBM, any additional pay raises for government employees must be implemented through legislation.
