Party-list solons seek to provide village officials and tanods a larger salary.

Representatives Jude Acidre and Yedda Marie Romualdez of the Tingog Party list requested the House of Representatives on Sunday to give priority consideration to a proposed bill that would raise the allowances for barangay officials and provide honoraria and bonuses to barangay employees and tanods (village police officers).

The plan, which is incorporated in House Bill (HB) No. 2349, also seeks to professionalize how local governmental entities hire barangay officials and employees.

These barangay employeesโ€”including tanodsโ€”who have worked there for at least a year are granted these benefits and salaries under the proposed legislation.

The solons stated that barangay officials are compensated in the form of honoraria at a rate of not less than PHP1,000 per month for the Punong Barangay and PHP600 per month for each member of the Sangguniang Barangay, the barangay treasurer, and the barangay secretary under Republic Act No. 7160, also known as the Local Government Code of 1991, as amended.

The legislators also noted that because the Act was passed many years ago, such compensations are no longer in line with the amount of the local minimum wage.

Barangay tanods are also left out of it, they claimed, despite the services they provide to their citizens.

“This measure attempts to incentivize and professionalize the recruitment of barangay officials and to give a remuneration package commensurate with the work and services the barangay officials extend to their residents,” they continued.

By raising the minimum honoraria or allowances that may be awarded to barangay officials, including barangay tanods and members of Lupong Tagapamayapa, HB 2349 aims to alter Section 393 of the Local Government Code.

Punong Barangay’s monthly minimum allowance would rise from PHP1,000 to PHP3,500 under the proposed ordinance.
The measure also suggests increasing the PHP600 monthly allowance received by Sangguniang Barangay members, the barangay treasurer, secretary, and tanods to PHP2,500.

The local government committee of the House is still debating HB 2349.
