
Comelec: Only new voters and transfers may “Register Anywhere”
The Register Anywhere Project (RAP), which is slated to be pilot-tested next week, is only open to new voters and registrants who have changed their address, the Commission on Elections (Comelec) informed the public on Tuesday.
These applications are the ones that will be accepted in the RAP booths, which would initially be situated at five malls in Metro Manila, according to Comelec Resolution No. 10869, which was approved by the Commission en banc.
Only new registrations and transfers from other cities, districts, or municipalities shall be accepted during the pilot testing phase of the RAP’s initial implementation by the Commission, it was added.
Qualified applicants living in the Philippines may register for the project by completing an application form, the necessary supporting documentation, and having their biometrics taken on-site.
Following that, the approved documents and biometric data will be transferred to the office of the election officer in the district, city, or municipality that has authority over the applicant’s home.
Every Saturday and Sunday from December 17, 2022, through January 22, 2023, will see the RAP pilot test.
SM Fairview in Quezon City, SM Mall of Asia in Pasay City, SM South Mall in Las Pinas City, Robinsons Place in Manila, and Robinsons Galleria in Quezon City will serve as their initial locations.
The registration period will be closed on December 24, 25, and 31 in 2022 and January 1 in 2023.
In the National Capital Region, the polling organization has created five RAP teams (NCR).
The Comelec further stated that “each RAP team should be identified as a distant reception point of all OEOs (Offices of Election Officers).”
One Acting Election Officer, who will be permitted to administer the oath of applications on-site, will be part of each team and will be responsible for receiving, processing, and interviewing applicants.
A laptop operator for the National List of Registered Voters (NLRV), at least five Voter Registration Machine (VRM) operators, two people in charge of crowd control, and at least one member of the Comelec Organic Security Force will also be present.
