BOC intercepts P24-M of refined sugar coming from Hong Kong.

At the Manila International Container Port, the Bureau of Customs (BOC) uncovered about PHP24 million in illicit imported refined sugar from Hong Kong (MICP).

The consignment was declared to contain insulators, surge protectors, slipper outsoles, and Styrene Butadiene rubber from Hong Kong consigned to Burias Jang Consumer Goods Trading, the agency said in a statement on Friday.

Refined sugar (MTRL PHOL from Thailand and GULA EPX PRAI BRAND from Malaysia) valued at PHP23.85 million, however, was discovered during a complete physical inspection on Wednesday.

After the Customs Intelligence and Investigation Service-MICP (CIIS-MICP) requested the issuing of an Alert Order (AO) on a shipment consigned to Burias Jang Consumer Goods Trading, the operation got underway on December 2, 2022.

The consignment is “suspected to include agricultural products, misdeclared and undeclared items,” according to information provided by the Office of District Collector – MICP, which is why the AO was issued on December 6, 2022.

Customs officials were able to “stop these heinous deeds,” according to CIIS director Jeoffrey Tacio, through the employment of a variety of law enforcement techniques.

“This significant seizure was caused by their attentiveness and attention to detail. In order to prosecute these offenders, we will unquestionably look at cooperating with agencies further, he said.

Charges for alleged violations of Section 1400 (misdeclaration in goods declared) and Section 1113 (property subject to seizure and forfeiture) of the CMTA will be brought against the consignee.

After receiving unfavorable information about a potential drug shipment, officers from the Philippine Drug Enforcement Agency (PDEA) headed by Director General Moro Virgilio Lazo attended the examination.

PDEA K9 paneling and small luggage X-raying are now being performed on the consignment.

Along with PDEA representatives, other witnesses included BOC-CIIS representatives, a customs examiner, an ESS agent, a member of the DA’s Task Force BBM, and a representative of the Chamber of Customs Brokers, Inc.

Commissioner Yogi Filemon Ruiz bemoaned the persistent attempts by smugglers to import agricultural items that are not reported but praised the cooperation with other government organizations.

“Our focused examinations and close collaboration with the DA (Department of Agriculture) and their attached agencies yielded significant quantities of smuggled agricultural products these recent months,” he said. “This has helped protect Philippines agriculture from the economic impact that smuggling carries.”
