CCC applauds the PDP 2023–2028’s accelerated climate change agenda.

The Philippine Development Plan (PDP) 2023–2028 includes an expedited climate change agenda, which the Climate Change Commission (CCC) applauded and said will further the government’s commitment to carrying out important climate policies.

The PDP 2023–2028 now includes a whole chapter on climate change, titled “Chapter 15: Accelerate Climate Action and Strengthen Disaster Resilience,” according to a news release from the CCC on Sunday. Robert Borje, the vice chair, and executive director made this point in the announcement.

A priority is placed on the need for integrated and comprehensive climate action between and among the government, partners, and all stakeholders, according to Borje. “The PDP Chapter 15 reflects the Philippine Government’s commitment and dedication to enhancing the nation’s overall resilience to climate change and its impacts,” he said.

By 2028, communities, institutions, and the built and natural environments should all be “more resilient to the consequences of natural catastrophes and climate change,” according to the chapter.

Additionally, it highlighted three strategies: improving ecological resilience, facilitating the transition to a low-carbon economy, and boosting communities’ and institutions’ resilience to climate and catastrophe risk.

The National Climate Change Action Plan and the Nationally Determined Contribution are being updated, together with the National Climate Risk Management Framework and the National Adaptation Plan, according to the CCC, in order to support and operationalize PDP 2023–2028.

These frameworks and policies offer points of convergence where CCC can collaborate with pertinent government entities to improve ecosystem resilience and facilitate the transition to a low-carbon economy.

The Philippine government would be able to evaluate the necessary climate finance and investments in addition to public resources for necessary climate change actions thanks to these plans and framework, the CCC continued.

Currently, National Government Institutions have set aside PHP453.1 billion for climate change expenditures to be used for initiatives for adaptation and mitigation.

“An evidence of the emphasis of the administration given to transformative climate change agenda,” said Borje of the sum, which is a 56 percent increase from the climate change spending tagged for the fiscal year 2022.

Borje further emphasized that the nation’s efforts to combat climate change have been “incorporated into key portions of PDP 2023-2028, demonstrating how climate change is an overarching governance issue that impacts and affects various development aspects and components for the nation.”

The PDP outlines the Marcos administration’s six-year plan for a low-carbon, upper-middle-income, climate-smart, and climate-resilient Philippines.

The National Economic and Development Authority worked with other governmental entities and interested parties to design the PDP.

The Climate Change Commission is the primary government policy-making body tasked with coordinating, monitoring, and evaluating government initiatives as well as making sure that climate change is taken into account in all national, local, and sectoral development plans in order to create a more climate-smart and resilient Philippines.
