As a result of open procurement, the government will save approximately PHP681 million in total in 2022, according to the Department of Budget and Management (DBM).

The DBM said in a statement that PHP681,198,056 in savings were generated by the government in 2022, which was the “highest” amount recorded when compared to PHP661.775 million reported in 2020 and PHP559.094 million reported in 2021.

For each piece of common-use supplies and equipment (CSE), the PS (Procurement Service) – DBM selling price is subtracted from the overall market selling price to determine savings, according to the DBM.

The lowest price discovered through price analysis or verification conducted by PS-DBM prior to conducting procurement for each CSE item serves as the basis for the overall market selling price, it was said.

According to the DBM, the government has achieved significant cost reductions over the last three years by using market pricing monitoring and validation together with bulk purchasing.

Dennis Santiago, executive director of PS-DBM, said that the government’s “competitive, transparent, and efficient” procurement system will result in significant savings in 2022.

Santiago also praised the PS-DBM employees for their dedication and selflessness in promoting fairness, openness, and efficiency in the public procurement process.

“Under one PS-DBM, we anticipate achieving ‘procurement transformation,’ not just in terms of the processes, procedures, and products we procure, but also in terms of the whole transformation of PS-DBM in terms of its structure, system, and human resources. Santiago remarked, “I want PS-DBM to undergo a thorough and comprehensive overhaul.

Santiago also expressed his gratitude to DBM Secretary Amenah Pangandaman for her unwavering support and confidence in PS capabilities. DBM’s

For the national government and its instrumentalities, the PS-DBM acts as an integrated procurement system. It was established as a result of Letter of Instructions No. 755, which was issued on October 18, 1978.

The organization is required to act as the main purchasing body for items used by the government on a regular basis.

Its formation is consistent with the decision to purchase government supplies in an economical and effective manner.
