The Senate’s suggestions will “certainly” be taken into account: DepEd

The Senate Blue Ribbon Committee’s recommendations will “absolutely” be taken into account to ensure that the procurement process is effective and open, the Department of Education (DepEd) declared on Thursday.

DepEd spokesperson Michael Poa stated that the department appreciated the Senate panel’s report on its investigation into the allegedly expensive and antiquated PHP2.4 billion computers for teachers in 2021.

In a virtual media interview, Poa stated that the report of the Blue Ribbon committee is thought to be important for enhancing the DepEd’s procurement procedure.

The DepEd has consistently stated that we are dedicated to accountability and transparency. And the procurement procedure is specifically where that applies. Therefore, we value the Blue Ribbon Committee’s investigation, he stated.

The Procurement Service-Department of Budget Management (PS-DBM) should be abolished, government agencies should refrain from assigning procurement tasks to PS-DBM, and several current and former DepEd and PS-DBM officials should face criminal and administrative charges, among other recommendations made by the Senate panel.

The contract for the supply and delivery of laptop computers for public school instructors was overcharged by at least PHP979 million, according to the committee report.

The violation of Republic Act 3019, also known as the Anti-Graft and Corrupt Practices Act, Article 171 of the Revised Penal Code, or the Falsification of Public Document by a Public Official, and Article 183 of the Revised Penal Code, or Perjury, are among the suggested criminal and administrative charges.

Poa said that the detailed committee report from the Senate has not yet been delivered to the DepEd.

Additionally, he stated that vice president and education secretary Sara Duterte had not yet been the subject of any internal executive conversations regarding the report.

He stated, “The Blue Ribbon Committee’s recommendations and findings will be absolutely taken into consideration so that we may streamline and implement internal controls to ensure that our procurement process is effective and, of course, transparent.

According to him, the DepEd is serious about streamlining its procurement procedures and eliminating dubious transactions.

“The DepEd, which is naturally led by Vice President Sara Duterte, takes procurement very seriously… If you nail the procurement, you win all the way down the line. A single strand of procurement has been created by Paramayroong Usec at Asec. In addition to the BACs (Bids and Committees), it will have a separate undersecretary and assistant secretary who are both solely responsible for procurements, he explained.

The Senate’s ideas, according to Poa, are advantageous and may be “modified” to further increase DepEd’s transparency.

“We genuinely want the procurement process to be simplified and more transparent,” the statement continues. As you can see, this is the reason why, even before the Senate Blue Ribbon Committee report was out, “if we have a pre-bid conference, it is live streamed online so the public can view,” he continued.

Meanwhile, Poa said that the DepEd had already submitted a request for a fraud audit to the Commission on Audit and is currently awaiting its conclusion.

In particular, the administrative processes of the DepEd regarding the revision of laptop requirements are still in progress.
