Online tool to organize market stalls and vendor spaces in QC

Market merchants in Quezon City can now submit an application and reserve stalls via the online marketplace Market One-Stop Shop (MOSS).

City Administrator Michael Alimurung stated at a press conference held at Quezon City Hall that the portal would identify “genuine” vendor spaces free of barriers and that applications may be made at the qceservices.quezoncity.gov.ph website for Quezon City E-Services.

He explained that the program is a part of Mayor Joy Belmonte of Quezon City’s goal to make the city “the preferred destination of conducting business.”

He pointed out that the local administration had set up Wi-Fi access points in barangay halls and hundreds of other public locations so that people may use the Internet for free in order to ensure the acceptance of the new system.

A caravan will be set up to assist current and potential vendors with portal registration.

The Director of the Quezon City Business Permits and Licensing Office, Margarita Santos, claimed that the system would just make their tasks easier rather than displace any employment, such as that of “market masters” or market managers.

“Pag-apply ng stalls, pagbabayad, at pagco-collect ng market rentals, magiging mas efficient po. The work of the city treasurer’s office will be more efficiently performed because they did not apply for stalls to be managed, including paying and collecting market rentals. Because they won’t have to personally collect rent, this will also make the job of the city treasurer’s office easier, according to Santos.

The first vendor to apply for a space or stand will receive, at most, a five-year contract with the MOSS under its “first in, first out” queuing system, she explained.

However, if they are unable to satisfy the requirements after a specific number of days, they may be sent to the back of the line, according to Santos.

Market inspectors will check the IDs that registered merchants receive to make sure the right tenants are occupying the registered stalls.

Around 12,000 sellers were present in public marketplaces as of this writing. Yun is our main goal. We currently have over 12,000 vendors using public market stalls, and we have an aim of 43 private marketplaces. We are aiming for those. We also intend to incorporate 43 private markets,” she added.

Santos claimed that the MOSS will also assist in removing bureaucracy and corruption, such as those who reserve marketplaces and then rent them out to other sellers.

“Because this is an online system, we have a digital footprint so we can see where the application took longer, who is at fault, and where sino ang may kasalanan ay ire-reprimand natin,” she said.

Santos stated that the system will also keep track of vendor transgressions, which might lead to the cancellation of their registration area or stand.

She stated that after these spots are full, registered vendors would wait in line online until a spot opens up.

The portal, according to Programs and Projects Officer Procopio Lipana, will make it simple for the city government and other law enforcement agencies to locate and detain illicit sellers. “In Quezon City, there is a division against hawkers.
