Malacaang stated on Tuesday that geologist Carlos Primo David has been appointed as an undersecretary of the Department of Environment and Natural Resources (DENR) by President Ferdinand R. Marcos Jr.

According to a copy of the document made available by the Palace, Marcos approved David’s appointment paper on December 28, 2022.

According to the agency’s website, David is now the DENR Undersecretary for Integrated Environmental Science.

The DENR is the major organization in charge of protecting, managing, developing, and using the nation’s environment and natural resources, particularly its forest and pasture areas, mineral resources, and public lands.

David worked as the Secretary’s DENR technical consultant prior to becoming an undersecretary.

David also held the positions of executive director of the Philippine Council for Industry, Engineering and Emerging Technology and Development of the Department of Science and Technology (DOST), chair of the National Panel of Technical Experts of the Climate Change Commission, and officer-in-charge of the DOST’s Philippine Nuclear Research Institute.

He received both his undergraduate and graduate degrees in geology from the University of the Philippines-Diliman, where he also serves as an environmental science and geology instructor.

In 2003, he graduated with a doctorate in geology and environmental science from Stanford University.

In the nation, David was a pioneer in the field of short-term rainfall forecasting.

He was also honored for his intellectual contributions to the fields of hydrology, climate change, and environmental geology as well as his active involvement in studies on water resources and climate change.

In addition, David held positions as the director of GMA News and Public Affairs IM Ready Program, a trustee on the board of the Local Water Utilities Administration, and a hydrologist for the USGS.
