Sen.: Panel report on airport malfunction investigation due next week

The findings of its inquiry into the airport system problem are scheduled to be made public by the Senate Committee on Public Services the following week.

Senator Grace Poe stated on Monday that the report’s key points would include the panel’s conclusions regarding the incident’s root cause, suggestions for improving the system, and potential liabilities for carelessness and incompetence in overseeing the system’s upkeep.

Poe told Senate reporters that a number of variables came together to cause the malfunction.

To ascertain the reason for the chaotic air traffic on New Year’s Day after the CAAP’s management system failed, Poe’s committee began an investigation last month.

At least 65,000 people were affected by the 600 flights that were either canceled, delayed, or diverted due to technical issues.

Poe also oversaw an assessment of the CAAP’s Pasay City air traffic control center on February 6 and discovered that the automatic voltage regulator that supplies electricity to the traffic control has not been upgraded since August 2022.

According to the senator, the report will also outline potential legislative initiatives to improve CAAP and give it the financial means to upgrade its maintenance system.

There is a proposal to establish an airport authority that functions similarly to the ports authority so that CAAP won’t have to administer the airport and make policy at the same time, she said.

Poe stated that another legislative idea is to make it easier for the National Transportation Safety Board bill to succeed. This agency will be responsible for looking into incidents that occur on highways, railroads, pipelines, and in the air.

The senator continued by saying that the panel would advocate for strengthening the CAAP by exempting it from some rules governing entities that are owned and managed by the government.

She argued that the CAAP should be exempt from the salary standardization regulations in order to pay its important workers, such engineers, competitive rates.

Poe argued that the agency should be given more freedom to use its funds to upgrade its facilities and offerings.
