In 2023, DENR Eastern Visayas will grant 1.6K free patents.
As part of its initiative to assist in the development of alienable and disposable lands in the region, the Department of Environment and Natural Resources plans to grant 1,600 free patents in Eastern Visayas this year.
800 of the titles are for agricultural areas, and the remaining 800 are for residential lots.
Budgetary restrictions forced them to drop their aim this year from the 2,960 free patents issued in 2022, according to Marilou Abocot, DENR Eastern Visayas assistant chief of Licenses Patents and Deeds Division.
For every unrestricted patent, the government pays PHP1,500.
Abocot advised the lot owners to submit free patent applications in order to get ownership of a specific plot of assignable and disposable land.
On the other hand, agricultural free patents are land grants given to Filipino nationals who were born in the country and have been cultivating their lands for at least 30 years on alienable and disposable properties no larger than 12 hectares while paying the required real estate taxes.
One can develop their lands if they have free patents since they feel like they own them. They can increase the productivity of agricultural fields and promote economic growth, according to Abocot, who spoke to the Philippine News Agency.
The title distribution is in accordance with the DENR’s program for better land management and administration.
In order to give security of tenure to inhabitants and landowners of alienable and disposable lands through a streamlined, cost-effective administrative titling process, this involves processing and issuing free patents for agricultural and residential properties.
Under this endeavor, she explained, “we are giving property owners an opportunity to possess named lands without paying much during the process.”
Many landowners in the area, according to Abocot, lack the legal documentation necessary to prove that they are the rightful owners of their lands.
Existing laws permit the issuance of free patents to naturally born Filipino citizens who do not own more than 12 hectares of agricultural land, have owned or continuously cultivated the subject property for at least 30 years prior to the effective date of the amendatory act, either directly or through predecessors-in-interest, and have paid the real property tax thereon.
According to Abocot, it will be simpler to process free patents for regions covered by Rapid Land Tenure Assessment (RLTA) because there is already a good image of the land tenure condition on the ground prior to land titling activities.
Gamay and Lapinig in Northern Samar, Guiuan in Eastern Samar, Bato, Villaba, Babatngon and Albuera in Leyte, and Pinabacdao in Samar are the locations in the region that have undergone RLTA since 2018.
The communities of Basey, Samar; Malitbog, Southern Leyte; Culaba, Biliran; and Lavezares, Northern Samar will all be included in this year’s appraisal.
