EU’s decision to continue recognizing PH seafarers has elated PBBM.

The European Commission (EC) said on Sunday that it will continue to recognize seafarers’ credentials granted by the Philippines, allowing Filipinos to continue working on ships flying the flag of the European Union (EU). This news was warmly received by President Ferdinand R. Marcos Jr.

He said in a statement, “I am very happy that the European Commission granted an extension to our seafarers in their certification so that they can continue to work. Labis kong ikinagagalak na nabigyan ng extension ng European Commission ang ating mga seafarers sa kanilang certification upang patuloy silang makapagtrabaho.

Marcos acknowledged that there had been “deficiencies” in the system of education, training, and certification for Filipino sailors for a long time.

To explain the Philippines’ attempts to adhere to EMSA norms, he made it a priority to meet with EC President Ursula von der Leyen in Brussels, Belgium, in December of last year.

Marcos claimed that during their discussion, von der Leyen assured him that the EC would offer the Philippines technical assistance so that they could “remedy all of the faults that EMSA has been pointing out” within three months.

Marcos attended the ASEAN-EU Commemorative Summit in Brussels from December 12 to 14 of the previous year.

Using statistics from the Department of Migrant Workers, he said that by continuing to recognize Filipino seafarers’ certifications, the EC saved the jobs of 50,000 Filipino seafarers.

He also restated his administration’s pledge to give the regional maritime industry top priority and all the aid it needs.

“We will do everything we can to provide solutions to the problems facing our maritime industry so that we can continue to develop world-class and the best seafarers for the whole world,” he continued.

Finally, on March 31, the EC Directorate General for Mobility and Transport decided to keep recognizing certificates given to seafarers by the Philippines.

Adina Vฤƒlean, the European Commissioner for Transport, commended Manila’s “constructive cooperation” with the EU and applauded Philippine efforts to enhance the training and certification process for seafarers.

The Philippines was first informed by the EC, the executive branch of the EU, in December 2021 that recognition of its seafarer certificates would be revoked absent serious action, including adherence to the International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers.

The Philippines have now made significant efforts to comply with the standards, especially in crucial areas like the monitoring, supervision, and evaluation of training and assessment, according to the EC.

Last year, Marcos commanded the establishment of an advisory council to address the issues the EU had found.

According to a United Nations Conference on Trade and Development 2021 assessment, the Philippines continues to be the leading supplier of seafarers for both officers and ratings, across all departments, aboard merchant cargo vessels.

Filipino sailors contributed significantly to the nation’s economy in 2021, sending home a total of USD6.54 billion, up from USD6.353 billion in 2020, or by 3%.
