By August 1, the Commission on Elections (Comelec) hopes to publish the voter registration lists for the October 2023 Barangay and Sangguniang Kabataan Elections (BSKE).

The local Election Registration Boards (ERBs) have been instructed by the election body to finish the verification of the Election Day Computerized Voters Lists (EDCVLs) and the Posted Computerized Voters Lists (PCVLs) by no later than July 27.

Comelec Resolution No. 10903, which was adopted on March 22 and made public on Tuesday, stated that “the identities of voters shall be verified, and the certification and sealing of the EDCVLs and PCVLs shall be conducted not later than July 27, 2023.”

The document went on to state that “EDCVLs and PCVLs shall be posted no later than August 1, 2023.”

Voters who were incorrectly delisted as deceased or abated through AFIS as a result of incorrectly recording the kind of application in the Voter Registration System are included in the list (VRS).

On the other hand, certain categories of registered voters—such as those whose transfers were previously approved, double or multiple registration records caused by matches in the Automated Fingerprint Identification System (AFIS), deaths confirmed by local civil registrars, and court exclusion orders—are not included in the verification and certification of EDCVLs and PCVLs.

According to the Voter’s Registration Act, ERBs are required to create and publish verified voter lists 90 days before a regular election is scheduled to take place.

According to the most recent Comelec data, there are 68,557,452 registered voters overall for the village polls.

There are currently 23,474,978 youth voters registered.

The voter’s lists must be posted on each city/municipal hall’s bulletin board and in the offices of the election officers (OEOs).
