Comelec considers malls as locations for BSKE COC filings
During the 2023 Barangay and Sangguniang Kabataan Elections, the Commission on Elections (Comelec) hopes to use private facilities such as malls as locations for the filing of Certificates of Candidacy (COCs) (BSKE).
In order to handle the COC files (village and youth poll aspirants), which they expect to number over 40,000, Comelec’s local office in Manila, where they want to initially apply the legislation, has limited room.
“Our Manila Field Office in Arroceros, which is a small location but houses six offices, representing Manila’s Districts 1 through 6, is the best example. He stated during the Kapihan sa Manila Bay forum on Wednesday that on average, our Election Officer (EO) reports that they receive about 28,000 COCs for barangay-only candidates.
The poll board official continued, “We are preparing, for instance, in District 1 they may go to Lucky Chinatown, each District will have its own venue (mall), either SM Manila, SM San Lazaro, or Robinsons Manila.
He claimed that they are aware of the challenges faced by their regional offices, particularly those with limited space.
At our Manila field office, some 28,000 candidates for barangay offices are anticipated to file; if we include SK candidates, we are looking at 40,000 COCs; and that’s only in Manila, said Laudiangco.
The COC filing period for the October 30 elections will run from August 28 to September 2.
Laudiangco stated that they are prepared for the BSKE to take place.
“Everything is set for the Barangay and SK elections. The majority of the ballots and responsible forms have already been packed. The new registrants, those who were restored and reactivated, would be represented by an additional 1.6 million ballots, the Comelec official indicated.
The training of the instructors who will serve as the Electoral Boards, which is scheduled before October, is the final stage of preparation, according to him.
As there will be manual elections, they will receive training on how to understand and tally the ballots, said Laudiangco.
