According to President Ferdinand R. Marcos Jr., the administration has intensified efforts to shift the nation’s reliance on surface water as its primary source of water supply.

The President stressed the importance of several government institutions getting ready to deal with the impending dry season or El Nino phenomena in an interview with former Social Welfare Secretary Erwin Tulfo.

“Since we are discussing water, there are many factors that must be included in our discussion. Kasi tubig ang pinag-uusapan, marami talagang elemento na kailangan isama diyan sa usapan na ‘yan. ‘Yun ang pinaka-basic diyan (That’s the most basic), and then the distribution systems,’ Marcos said in a radio interview with Tulfo on the state-run Radyo Pilipinas. ‘But we are gradually shifting our dependence of water supplies from underground water to surface water.

Marcos, who recently authorized the establishment of the Water Management Office (WMO), asserted that the initiative will contribute to resolving the nation’s water crisis.

In light of this, “ganun ang approach namin na kailangan na magkaroon ng sapat na supply ng malinis, ligtas na tubig na kahit pag masyadong mahina ang ulan o nagka-El Nino, masyadong mainit ay magkakaroon tayo ng… “Our strategy is to have a sufficient supply of clean, safe water so that even if the rain is scarce or El Nino occurs, we still have water supply,” he said.

According to him, the government has increased the use of its alert and warning systems to offer forecasts and impacts of El Nino.

“Kaya’t, ‘yun isa pa ‘yan, pinapatibay natin ang kakayahan ng DOST (Department of Science and Technology), ng PAGASA (Philippine Atmospheric, Geophysical and Astronomical Services Administration) para ma-warningan talaga tayo nang mabuti na may parating na ganito,” he said.

In a prior sectoral briefing, Marcos gave agencies the duty of developing a comprehensive government strategy to deal with the El Nino phenomena that could affect the nation this year to early the following year.

The President gave two clear directives: take a whole-of-government or whole-of-nation strategy; and establish protocol-based, scientific, long-term processes that the nation might follow.
