For the upcoming Barangay and Sangguniang Kabataan Elections (BSKE), the Commission on Elections (Comelec) announced on Tuesday that only spouses of candidates are permitted to replace.

George Garcia, the chairman of the Comelec, said that only a wife or a husband could replace a candidate running for office in the village polls.

“The wives are the only substitutes that we will accept. We won’t permit other people to take the place of betting, he stated in a radio interview.

The head of the polling organization emphasized that the 2003 ruling by the Supreme Court in Rulloda v. Comelec (GR 154198) served as the foundation for the policy.

The BSKE is nonpartisan. Therefore, he continued, “Political parties cannot be substituted.

Garcia stated that a candidate must identify his or her spouse, if any, in order to make sure that only legitimate replacements can replace the barangay bets.

We will ask them to list their spouses in their Certificates of Candidacy (COCs),” he stated.

However, the Comelec chair stated that among the young hopefuls, substitution is not permitted.

The 2023 BSKE’s COC filing window will run from August 28 to September 2.
