Public financial management requires proactive governance, says the DBM head
Amenah Pangandaman, secretary of the Department of Budget and Management (DBM), stated on Wednesday that the government of President Ferdinand R. Marcos Jr. prioritized digital transformation and e-governance as part of its proactive governance strategy in the 2023 national budget.
Pangandaman stated during her keynote address at the 1st Philippine Association for Government Budget Administration (PAGBA) seminar in Baguio City that funding the Philippine bureaucracy’s digital transformation would ensure quicker and more transparent delivery of government services as well as improved public engagement.
“In the 2023 National Budget, we embraced proactive government in accordance with the PDP (Philippine Development Plan) and the 8-point Socioeconomic Agenda. It prioritizes e-government and digital transformation, totaling PHP5.268 trillion, Pangandaman added.
The ultimate objective, she continued, is to raise stakeholder participation and openness in our systems and procedures while battling corruption and enhancing awareness, responsiveness, and performance.
Additionally, she asked those in charge of managing government budgets to take the initiative in addressing the difficulties associated with integrating innovation and technology into public financial management (PFM).
“Responding to the ongoing challenges posed by innovations and technology to public finance management requires being proactive. As a result, it is necessary for us to increase our capacity for proactive governance as we navigate a world that is becoming more and more competitive, unstable, and innovation-driven, she said.
Around 2,500 PAGBA members, including public fiscal experts from local government units, state schools and universities, and government-owned and controlled corporations (GOCCs), heard Pangandaman’s keynote address.
Up through April 29, the four-day PAGBA seminar will be held.
