‘DENR will use a big brother-small brother’ mining approach.

The Department of Environment and Natural Resources (DENR) is considering using a “big brother-small brother” policy to empower small miners and strengthen the mining community’s resilience.

DENR Secretary Antonia Loyzaga stated in a news release on Monday that they intend to include the abovementioned strategy in significant mining firms’ social development and management programs (SDMP).

It is past time for large mining companies to allocate a percentage of their social development money to assist small-scale miners in reaching their social development goals, according to Loyzaga.

“Social development must take place, and there must be a mechanism to negotiate the resilience of communities where mining occurs. She continued that the advancement of the community as a whole can effectively be institutionalized in this way.

Loyzaga stressed the necessity of reviewing how large mining firms fund social development to accomplish this.

She claimed President Ferdinand R. Marcos Jr. is receptive to responsible miners who consider both the environmental and social benefits of mining.

The Philippine Mining Act of 1995, also known as Republic Act 7942, requires mining contractors and permit holders to have an SDMP to continuously raise the standard of living in host and neighboring communities. DENR Administrative Order No. 2010-21, also known as the Revised Implementing Rules and Regulations of Republic Act 7942, mandates this.

The businesses sponsor the SDMP by allocating 1.5% of their annual expenses over five years.

Out of this budget, 75% goes toward community development, 10% toward mining technology and geosciences development, and the remaining 15% is allocated for an information, education, and communication campaign.
