
Signed implementation guidelines for the first-time jobseekers statute
Over the weekend, the joint operational instructions were signed for the law waiving government fees in issuing documents needed for first-time job seekers’ employment applications.
The Civil Service Commission stated in a news release on Monday that the chiefs of other government departments also signed the regulations for Republic Act No. 11261, popularly known as the First Time Jobseekers Assistance Act.
According to CSC chairperson Karlo Nograles, “The ceremonial signing activity is the culmination of the collective and collaborative effort of the member agencies in implementing the benefits provided by the law for fresh graduates, out-of-school youth, and part-time students towards improving the quality of our national workforce.”
On April 10, 2019, President Rodrigo Duterte signed RA 11261, which went into effect on May 23.
According to the law, no fees or charges would be taken from first-time job applicants who obtain typical pre-employment paperwork from government organizations.
Regardless of age, they must be Filipino nationals, actively seeking employment, and inhabitants of the barangay provide the barangay certification.
A certificate of eligibility (COE) is free to job searchers applying for positions with the government.
The CSC issues the COE to determine a candidate’s eligibility to apply for career service posts.
According to the law, on February 21, 2020, the CSC published Resolution No. 2000363, which stipulates that first-time job seekers who completed the career service professional and subprofessional examination are entitled to one original. One authenticated copy of the COE is free of charge.
Qualified individuals with particular eligibility under unique laws and CSC issuances are also given free copies.
If determined to be still eligible for the benefits the law offers, a job seeker who had previously applied for a COE but had not yet been hired may still be given free copies of the COE.
The CSC regional office where they took the exam is where civil service-qualified individuals can obtain their COE, with additional copies subject to the current PHP100 per COE and PHP50 per authenticated copy fees.
From the moment the law was passed in 2019 through December 31, 2022, 630,846 pre-employment paperwork has been given out to first-time job seekers.
Applying the ordinance led to an estimated PHP83.2 million in government fees being waived.
