PNP gets ready for the 2023 BSKE

The Barangay and Sangguniang Kabataan Elections (BSKE), set for October 30, 2023, will be handled by the Philippine National Police as a deputized agency of the Commission on Election (Comelec).

Gen. Benjamin Acorda Jr., the head of the Philippine National Police (PNP), said in a statement on Monday that the Comelec Committee on the Ban on Firearm and Security Concerns (CBFSC), which includes representatives from the PNP and the Armed Forces of the Philippines (AFP), held its first meeting on May 9 of last year.

He said that Comelec Resolution No. 10902, which approved the schedule of events for the 2023 BSKE, serves as the blueprint for all operational planning and preparation efforts made by the PNP.

The 90-day election cycle for the 2023 Barangay and Sangguniang Kabataan Election will begin on August 28 with the submission of Certificates of Candidacy (COC), by Comelec Resolution No. 10902.

The Omnibus Election Code and Comelec-passed Resolutions list all forbidden conduct, and according to Acorda, the PNP will vigorously police them throughout the 90-day election period.

Candidate use of security guards or bodyguards is also prohibited during this time, he added. “These prohibited acts include the bearing, carrying, or transporting firearms or other deadly weapons in public places, including any building, street, park, private vehicle, or public conveyance, unless authorized in writing by the Comelec.

Acorda stated that the PNP is making some changes to the administrative processes and technical specifications in the processing of Comelec authority for exemption at the request of Commissioner Ferolino.

The information campaign for the 2023 Barangay and SK Elections will formally commence on May 22 at a media gathering hosted by the Joint Comelec-PNP-AFP committee.

Col. Jean Fajardo, the spokesperson for the PNP, stated they will increase their efforts to ensure the peaceful and orderly conduct of the BSKE in 2023.

The 2023 BSKE’s COC filing window will run from August 28 to September 2.

The Comelec announced that it would not accept COCs from barangay candidates who are non-residents and overage SK bettors.

It was stated that Aspirants from villages over 24 years old and do not now reside in the communities they wish to head would not have their COCs accepted.

By Republic Act 10742, candidates for the SK polls must be Filipino citizens, registered SK voters, and have lived in the barangay for at least a year before the election day. They also need to be literate and able to read and write, and they cannot be related to any incumbent elected national official or incumbent elec in the second civil degree of consanguinity or affinity.

Candidates for barangay office must be citizens of the Philippines, registered voters in the barangay where they plan to run, residents of that barangay for at least a year before the election, literate, and at least 18 years old on election day.
