Through the Rice Competitiveness Enhancement Fund-Rice Farmers Financial Assistance (RCEF-RFFA) program, the government has provided cash assistance to nearly 3,000 farmers in this province.

During the distribution events held Monday and Tuesday at the Bren Z. Guiao Convention Centre, the 3,337 farmer beneficiaries received PHP5,000.

On Wednesday, similar aid will be provided to an additional 1,663 people.

Governor Dennis Pineda read a message during the distribution that stated, “Tuloy-tuloy po ang ayuda ng Department of Agriculture at Pampanga provincial government sa ating mga magsasaka (The assistance of the Department of Agriculture and the Pampanga provincial government is continuous)”.

The RFFA program offers PHP5,000 to each rice farmer registered with the Registry Systems for Basic Sectors in Agriculture. It cultivates no more than two hectares of land under the specific conditions of the RCEF.

The money for the fund is taken from the rice tariffs collected annually beyond the PHP10 billion allotted for the RCEF.

The RCEF-RFFA seeks to maintain its support for rice farmers who are impacted by the decline in palay farm gate prices in conjunction with the implementation of the Rice tariffication Law (RTL), according to Crispulo Bautista, head of the Department of Agriculture in Central Luzon (DA-3).

According to him, the distribution of cash aid also helps rice farmers who have recently been devastated by natural disasters by procuring farm materials like fertilizer.

In addition to financial aid, Bautista claimed that the DA-3 continuously offers palay farmers a variety of interventions, such as certified palay seeds, hybrid seeds, discount coupons for fertilizer, and technical support.

Under the provincial government’s program for preventive health care, farmer-beneficiaries also received free medical consultations, eyeglasses, and food packs at the event.
